背景

用户使用web/cli接口进行BIOS固件导出，在上电状态下，BIOS flash控制权应该在BIOS侧，BMC不应切通道，如果在上电状态下进行BIOS固件导出，会将通道切到BMC侧，该操作有风险，因此在上电状态下，用户调用接口导出固件需要返回失败并显示对应错误信息
